Congress wants to become a role model in terms of energy efficiency and sustainability. Among their projects: new, 70% more-efficient lighting for the Capitol dome. New House chamber lighting. Conversion of the Capitol Power Plant from coal to natural gas (the CPP was DC's largest carbon emitter). Purchase of 40 hybrid vehicles for the House fleet. Use of "smart" power strips. Installation of solar-reflective windows on office buildings. Promotion of electronic faxing. Replacement of foot take-out containers with biodegradable alternatives. And reduction of water consumption by 32%.
